Plesk 11.x / Windows :: Unable To Add Subscriptions

I can't add subscriptions, not even for the administrator account, comes up with:
Error: Filename: ?C:inetpubvhostsmygclive.comhttpdocsweb.config
Error: The configuration section 'system.webServer/rewrite/rules' cannot be read because it is missing a section declaration In module Exception type: System.Runtime.InteropServices.COM
I got a new Server with Plesk 12.0.8 (old one has 11.5.30). Now I have to migrate all Subscriptions of the old System into the new one.
I tested it with one item and all time I get this warning:

Stderr is Unable to create certificate "default certificate": Unable to set the private key: Probably, the private key format is invalid.
I have a 'Service Plan' which has 270 subscriptions associated with it. When I navigate to 'Service Plans' page, underneath my plan it reads "Unable to sync subscriptions with the service plan" along with a yellow exclamation mark.
If I go into the plan there is another message near the "Update & Sync" button stating that syncing will take time and therefore be run in the background. When I click the "Update & Sync" button nothing appears to happen. If I then click on the plan again, as if to edit the settings I get the following "Warning: Subscriptions are currently syncing with the service plan. Please wait until the sync process is finished." and it prevents me from accessing the plan settings.
If I wait a while, I can eventually get into the plan settings again, which should mean that the Update & Sync has completed. However the "Unable to sync subscriptions with the service plan" warning is still present under my custom plan on the 'Service Plans' page and if I navigate to a subscription to check if it has been updated it hasn't.
If I change the subscription plan to another plan and then change it back to my original plan again, then the changes are reflected. But this is obviously a workaround.
Why doesn't the "Update & Sync" button do as it should?
Why is my plan "Unable to sync subscriptions with the service plan"?
I need to change to all subscriptions to php 5.4 version. How can I do at the same time to all subscriptions? I tray to change in the service plans but it's dont' run. We have more than 270 subscriptions, How do you change all the time?
I'm using plesk Panel version11.0.9 Update #60 . I get this error when remove domain on Subscriptions .

Company is using software Parallels Plesk Panel 11.5.30 for Windows And There currently are in trouble about how some websites it's can't active Customer, domain or Subcriptions on 1 Resellers.

I installed plesk win 12 with mssql2012 , but nobody as abale to restore DB via plesk we recive this error Error: dbbackup failed: Unable to restore database 'degardis'Format of the initialization string does not conform to specification starting at index 29.the backup file is restored straight via sql management studio.
I have enabled mail for himivest.com and can access my eMail via Opera Mail as a download.
However, I cannot access webmail. Typing "[uRL] ...." into the address bar of my browser (Chrome) results in the message "No input file specified."
I believe this is a PHP setup error. I have tried disabling / enabling PHP support for himivest (in accordance with [URL] .... ) but this had no effect.
Lately whenever i try to connect to my Plesk Panel, I get Firefox's "Unable to connect" error and with Internet Explorer I get "Cannot display web page". I disabled all addons, still couldn't connect. Checked my Firewall, still nothing. I pinged the IP and got 51ms. My site is still up. And I just dont know what's wrong.

How can I remove all previous web users, even after an uninstall, I am having trouble finishing a new installation, during the wizard because users already exist.
I'm Unable to Login to Control Panel, this issue started few days back, in that time i'm using Plask v11.5, When i try to log in browser try to log in and few minutes after it showing Error 500, Application error, I try to run reconfigurator.exe to verify & fix the Plesk installation, everything updated fine but issues still exist today i decided to upgrade to v12 and i upgrade to V12, everything installed fine and but still login issues there.
This time whey i try to login, i'm not getting any error message, but after some time i got mail from the server "alarm level changed. Server health parameter "Services > Plesk CPU usage" changed its status from "green" to "red"."

My Plesk backup doesn't work properly. I constantly get the error "dump file has wrong format".I followed the steps in "How to verify an invalid Plesk backup file" [URL] .... and found the following:
No matter what I do (updating settings, saving, etc.), the error keeps coming back. Seems like a database inconsistency. How can I access the Plesk DB through PhpMyAdmin to check the notifications table? When I go to Settings > Database servers > Local MySQL server > Webadmin, I only see my customers' databases.
After upgrading the panel from 10.4.4 to 11.5.30 Update #23, I am not able to sort domains based on the "Renewal Date" column. With 10.4.4, I was able to sort. Is there anyway I can do this on 11.5.30?
