Just Some Internet Connections Can Not Reach My Site

I received a call from my friend who lives in another city
in his office there are 2 computers one of them can visit my site but one of them can not
The page can not be found!
Nothing wrong with his computer because he is using internet and going here and there he only has problem coming to my site simply page can not be found.
My internet connection is up and running, I can visit any site except for www.hostingdiscussion.com
After I notified my hosting provider - they said they can see the site just fine. However, how come it would just suddenly go off like that for me?
Please let me know if the site is up for you or not. I am located in Montreal, so if any of you are here using Videotron as your Internet service provider,
Is there a windows program that will let me share two connections? For example, I have a dsl line and a wireless broadband. I want to combine these on the windows box so that if one goes down, it doesn't affect the network. I know there is hardware that will pool wan connections but I was thinking in terms of windows software that can do this without intervention.
This is not strictly a technical issue with our server as such, but this subforum still seemed most relevant. If not, please move the thread to a better suited one.
Bizarre problem: in the last 2-3 days, visitors from certain countries (France, Holland, Serbia, Slovenia, Macedonia, Montenegro) are having difficulties in reaching our website hosted on cari.net. However, other countries (USA, UK, Germany, Russia) don't seem to have this problem at all. The server itself is a-OK.
The website hosts an IPB forum. The problem is that every so often (very often), upon clicking on a link, the browser hangs on "connecting", and often times out and returns a Bad Request message. Sometimes, when a clicked link that's waiting is refreshed, it immediately loads the page up quickly, as if nothing is wrong.
We cannot call our hosting company, as it's really nothing to do with them, the server works perfectly, it's just that traffic from certain countries has difficulties to get through a certain level3.net node in the USA (that is where tracert usually breaks down, or gets through after several attemtps).
I am trying to figure out a way to move a site from 1 host to another... The problem is that I don't just have a bunch of HTML files to move... I rented a VPS server for the last year, I believe it was CentOS 5 (OS). I setup several things on the server, MYSQL, FFMPEG, ETC...
I am now wanting to move to a dedicated server HOWEVER I DO NOT WANT TO START ALL OVER AGAIN. The site is rather busy and it is important to do the transition as fast as possible.
SO -- I have used Symantec Ghost before to "clone" a computer before. It basically takes an IMAGE of the entire HD and then you can paste/burn that image on a new HD and it makes a PERFECT copy of the original machine.
BUT - I have NO CLUE how to do this over the internet?

The thing is that i have a domain and 2 days ago i have pointed it to another ns. Now i cannot reach it. I ping it and i get "Bad destination" on all pings.
Also, i cannot query the dns records for that domain.
I have a server with debian 3.1 sarge and 2.6.19-grsec kernel.
Sometimes is happend that I cannot reach my server for a few days in any way (cant ssh to it, connect to vnc, connect to psybnc which run from it etc..)
It says connection timed out, but when I try to connect to my server from another machine, its ok, I can reach vnc,ssh,psybnc and so on..
and If I use that other machine to connect to my server regularly, this cant reach my server thing happens again as at my computer.
We saw the special offer of ThePlanet here on banner advertisement and tried to get a special promo but since the last 3 days, I am running after them and every sales person is telling something different about promo and my deal even it's confirmed by management...
I couldn't reach anyone from razorservers for 2 weeks. I have 2 open tickets with no answer from staff for 2 weeks. I tried directly contact to Matt one week ago, but no answer too.
I have a VPS running Windows 2003 with Plesk 8.1 and MailEnable Standard Edition.
I don;t recieve all the emails that being sent to my domain. I know that a person did send e an email but it didn't reach my inbox. And, however, the user that sent this email didn't recieve any error.
Is there any way hat I can check this issue to be sure? It'snot only one person that I know the sent me emails and I dind't see them.
I don;t have antivisur or antispam enabled on this domain.
I wouldn't trust HostChum.com to host anything. Today I awoke to my server being down. No notice of anything no email no nothing of anything planned. So I goto their site to check the situation and wow their site is a parked page from godaddy so that doesn't get me anywhere. But I did write their phone number down just in case. So after many calls with no answer I left a message and phone number each time. No calls, no emails, no nothing.
Just gone into thin air, all my hard work of building sites and they just rip it out. I had a day of downtime just a week ago when the switched datacenters. Now they just shut everything down with not a word.
This has to be the worst treatment by a company ever, so I wonder if I will ever get to get the files from my server. What jerks save your money and never use this company.
I have had multiple A records for a website for years, i.e. www.mywebsite.com => 1.1.1.1, 2.2.2.2
Well 2.2.2.2 has been down for a few days due to technical issue. So I just figured "well i got some work to do this weekend to bring it up, no rush". Turns out that customers are calling and complaining "I couldnt reach your website yesterday for a few hours".
I am seeing no problems personally, but some customers are. I dont think the percentage of customers is very high but there are so far a dozen or so complaints.
Any ideas on what I am doing wrong or where to start looking? I thought the major browsers (i confirmed with four clients they are using IE) would try 1.1.1.1 and then 2.2.2.2 or vice-versa. But apparently that is not happening. I dont think the TTL makes a difference.
What could be set up wrong or is this to be expected ? (and how to improve for future?)
i own a dedicated server with cpanel. i have SPF record in my domain and still emails sent from outlook are placed in spam folder by yahoo? how to fix this problem?
Attached is a (badly) drawn diagram of two sites, connected by a vpn.
The site to the left, is network 10.0.0.0/24 which runs a linux server as the router for the network.
The site to the right, is network 10.1.0.0/24 which runs a windows 2003 server as the router for the network.
Now, my problem is, the clients behind the windows 2003 server can ping any machine on the first network because i setup a static route to route all traffic to 10.0.0.0/24 over the vpn interface.
now, my problem is, only the linux server can ping any machine on the windows 2003 network, any client behind the linux server cant seem to route over the interface.
I have the following route on the linux server: .....
Starting point: a working site using a shared IPv4, dedicated IPv6, and SSL. HTTP and HTTPS work, the latter only using SNI of course.
The good news: If I simply allocate an IP resource of 1 to a subscription it is pulled from the pool, assigned to the service node, assigned to the web site, DNS is updated, and the site is automatically changed to using a Dedicated IPv4 and Dedicated IPv6.
The bad news: visitors land on the default web site of the service node, with the default SSL certificate.
Other info: I can't ping the new IP, even though it shows in "ip a l" and /etc/sysconfig/network-scripts/ifcfg-eth0:0. [edited]
After the IP assignment, it is still installed, and /etc/httpd/conf/plesk.conf.d/ip_default/domainname.conf shows the new certificate is being used.
However, a second set of VirtualHost entries is created in server.conf for this IP for ports 80 and 443, with NameVirtualHost enabled on the new IP. The port 443 entry uses the default certificate. Apache's setup this default VirtualHost entry will override the web site configuration because Apache is listening on port 443 with the wrong cert.
If I go to "Change webspace settings" and toggle to Shared IPv4, Dedicated IPv6 the site works again via HTTPS, and Dedicated IPv4 and Dedicated IPv6 breaks it again. Setting the SSL cert to None and back again does not work.
Setting the SSL cert to None, changing to a dedicated IP, and enabling SSL results in the server being inexplicably inaccessible...browsers no longer connect to either the default site or the correct site, and I don't see any entries in the vhosts's logs.
I tried to update a plugin at my blog its a wordpress blog, as soon as the update was started that site on the server stopped working, (later on i closed the upgradation window), after few minutes website start working automatically, Now in my opinion I think that update process is still running in background thats why connections are creating continuously to that website IP.

which is not an answer to my question. Can anybody please tell me why those connections are making to that website's IP? I don't think its a Ddos attack, because it was just started when i updated the plugin.
How many simulteanous connections to the site do alot of webhosting company usually allow with shared hosting packages. I was wondering because4 some companies say pay $$ a month get 300gb of bandwith a month. Can they limit the bandwith by limiting your simulteanous connections? I am asking because I just found out my host only allows 50 per hosting package that is on a shared server. To me that seems to be very little.
