Plesk 11.x / Windows :: URLs With Special Characters - Error 404 Not Found

I'm migrating some websites from old server with virtualmin, some websites have files with special characters as à ,ö,ç etc.. On the other server the files (images for example) are served well but on the new server with plesk 11.5 error 404 appears. (Nginx reverse proxy is activated)

My Linux (CentOS) server with Plesk 12 is giving HTTP 414 errors ("URL too long") in response to URLs which are over 256 characters in length. They happen to include a GET variable in the query string which accounts for most of this length, and if I shorten it manually, it works. But I can't change the script to submit a shorter URL or send it by POST, because it comes from an external payment processing server which I don't control.
Adding the following lines to my /etc/httpd/conf/httpd.conf file and restarting Apache does not work:
LimitRequestLine 8190 LimitRequestFieldSize 8190
The URLs I'm trying to use are well short of 8190 bytes; they are around 800 characters long.
Is this something that Plesk affects / can control? Is there a way to see what the current maximum setting for URL length is, and to change it?
We have many intranet document what linked on our intranet site. We use "apache builed in" directory listing to handle documents on browser, and make accessable to users. Because this not so user friendly we try to use a template (h5ai-[URL] ....) for mod_autoindex.
Unfortunatelly if file or folder name contains special characters (like é,á,ű,ő,ú,ü,ö,ó) than get Access Forbidden - Error 403. If change the folder name, than its ok.
The PowerVPS deal seem MUCH better in terms of cost, and memory, and bandwidth.
I've read through several posts here on the board about each company. From what I've read, Knownhost is GREAT! The stuff I've been reading about PowerVPS says that things have not been that great in the recent past for them.
I'm writing now only to get opinions and comments about the deals they're offering right now and which you think would be a better choice.
Trying to access any APS installed in Plesk i obtain this error: Internal error: Package with UID 'fb00f4ad-620a-4052-96b7-398bd99d9d6d' not found.The error panel.log:

This post change the error, but i think that is not the correct way: [URL] ..... Any way to reinstall/regenerate APS database and anything related with it?
We are facing a strange issue in a Plesk Windows server. One of the domain's subscription and the domain itself is not found in Plesk server. We also queried the related tables in Plesk db, but there is no entry of the domain or the user. But the domain is present in IIS. So is the user and the directories along with the correct permissions. How can we resolve the issue and get the domain added in Plesk so that the customer can manage it from Plesk panel?
We are in the middle of a huge migration from Expand to PPA using the migrations tool provided by Parallels. But since a few days, we constantly receive the message
Code: No handlers could be found for logger "parallels"
Not sure what the problem is but I can't preview a new website using Quick Site Preview. I have configured Tools and Settings > Website Preview Settings > Quick Preview on a domain name in Plesk by selecting the server domain name, yet despite this when I go to a new domain I setup today and click preview I get a browser windows that says "Server Not Found".
As I read, when Plesk and WHMCS are in the same server, you may have 502 bad gateway errors when creating an account through WHMCS..Page not Found/Timeout/502 Bad Gateway error creating accounts with Plesk 10+..By default Plesk 10 and above performs a forced restart of apache when an account is created or suspended which causes WHMCS to lose connection to the server, and if your WHMCS is on the same server, you will also lose connection to WHMCS at the same time.

But when I activate nginx in Plesk the 502 bad Gateway problem comes back.Is there an option to activate Nginx graceful restart in Plesk?
I create a new domain then use Plesk Applications tab to install Wordpress. It shows the message:
Code: Error: Unable to install the app because its installation requirements are not met. Contact your hosting provider to resolve this problem. Requirements PHP extension The 'mysql' extension was not found.
However, php is installed and phpinfo shows that the mysql extension is installed. I try different versions of php, cgi/fastcgi but ll fail with the same error. I install Wordpress via FTP and it works fine.
There are knowledge-base articles relating to this error but they are for Linux and the solutions don't work in this case:

Maybe the Wordpress database has to be created before using Plesk to install Wordpress? If so, what should the database name be? How does Plesk know what the name of the database is that it should use? Why doesn't Plesk just create a database to use?
I have install Plesk 11.5.3 on my Windows Server 2008 r2. I want to try Mailenable on the PleskServer, so i installed the feature, but know when I am calling the webmailer with http:webmail.domainname.de works fine, but when I try https://webmail.domainname.de i become a Not found: HTTP Error 404. The requested resource is not found
I'm having a problem that I've never run across before, and was wondering if anyone might have any ideas as to what may be causing this.
Basically, on 3 of 5 new servers on a brand new private rack from The Planet, we're having what we've narrowed down to be a problem with PHP or Apache. Loading any sort of PHP page with a larger output (even such as a simple 'phpinfo' call) results in, depending on the computer or browser in use:
- The page loading for a split second then reverting to a DNS Server Not Found page (observed in IE) - The page loading, but filling the source code with vast amounts of extra blank spaces, making a simple phpinfo call download 5+mb of HTML (observed in both IE and Firefox) - The page loading part way, then hanging (observed in Firefox) - Occasionally the page will reload over and over again all by itself until it ultimately goes to a DNS error page (observed in IE)
Pages not including PHP, including very long .HTML and .SHTML pages, load just fine.

I have a problem with my server. I am trying to make a subdomain, and it isn't working. I create it like how in all tutorials says here( click here ) . I completed all fields, but when i try to open the subdomain in a browser page, it's telling me, page not found / page doesn't exist. I have a dedicated server on window server 2008 for my website with a dedicated IP.
Im facing problem from last 48 hours when i try to access my site

then it showing me error Page not found Not Found
The requested URL /forum was not found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
and when i checked this forum folder through shell and cpanel then its there and when i try to access it through [url] then its working fine does any of you know whats the problem was plz help me my site was already closed from 48 hours God Bless you
Here is the full story: I have setup a WDS server running DHCP, DNS, WINS and WDS services on it.
After I succesfully boot the network image I try to mount a network share located on this server running "net use * IPofServer"
At this monent I reiceve System Error 67 has occured. The network name cannot be found. I've tried "net use * NameOfServer" but still no luck. (net use z: or net use * don't matter in this case).
I though that since it could not resolve the name, I've installed a WINS server on the server but this client that I boot still cannot do the job.
Also not to forget the server is an Win 2k3 SP2 Active Directory one.
If I traceroute the server IP from the client it resolves the server name. nslookup doesn't work since the network booted image is WinPE 2.0 which is Vista.
I've looked closely on internet for a way to solve this but all the solutions that I've found failed to work though.
Over the last two weeks several individuals in different parts of the USA have noted extra characters in some web pages when on the att network.
The same server is sending out the same sites fine, when viewed on all other internet providers we have tested. We have also tested multiple browsers. Interestingly, if you use the secure layer - https, the site is fine, no extra characters.
Can any settings or anything on the server hosting software, etc, precipitate or stop this?
I am trying out Plesk 11 for windows, so far I like it and will most likely buy it. I am having a problem with a new domain, however. I just created the domain, and I installed wordpress on it using Plesk's application page. If I go to [URL] .... it will not load, however if I go to [URL] .... it loads just fine. I even edited the directory to make sure that IIS looks for index.php first, but this didn't fix it. What am I missing?
I have a fresh install of 11.5 on Windows Server 2008r2. I have setup a domain from a 9.5 backup. Everything _looks_ okay, php settings look fine, but php pages give the following with detailed error reporting:
HTTP Error 404.3 - Not Found
The page you are requesting cannot be served because of the extension configuration. If the page is a script, add a handler. If the file should be downloaded, add a MIME map.
Note that this happens whether I select php 5.2 or 5.4
