Plesk 12.x / Linux :: HTTP 414 Errors On URLs Only 256 Characters Long

My Linux (CentOS) server with Plesk 12 is giving HTTP 414 errors ("URL too long") in response to URLs which are over 256 characters in length. They happen to include a GET variable in the query string which accounts for most of this length, and if I shorten it manually, it works. But I can't change the script to submit a shorter URL or send it by POST, because it comes from an external payment processing server which I don't control.
Adding the following lines to my /etc/httpd/conf/httpd.conf file and restarting Apache does not work:
LimitRequestLine 8190
LimitRequestFieldSize 8190
The URLs I'm trying to use are well short of 8190 bytes; they are around 800 characters long.
Is this something that Plesk affects / can control? Is there a way to see what the current maximum setting for URL length is, and to change it?
I'm migrating some websites from old server with virtualmin, some websites have files with special characters as à ,ö,ç etc...
On the other server the files (images for example) are served well but on the new server with plesk 11.5 error 404 appears. (Nginx reverse proxy is activated)...

I used a little vServer with ubuntu (turnkey) and use logwatch to be informed by email about any errors. I'm confused about the following errors from Apache:

These errors are definetly not from my own code. I have checked that mod_proxy is disabled and i disabled also CONNECT like here described: [URL] ....
What does these errors mean and how can i disabled this?
Over the last two weeks several individuals in different parts of the USA have noted extra characters in some web pages when on the att network.
The same server is sending out the same sites fine, when viewed on all other internet providers we have tested. We have also tested multiple browsers. Interestingly, if you use the secure layer - https, the site is fine, no extra characters.
Can any settings or anything on the server hosting software, etc, precipitate or stop this?
We are facing with a strange issue about URLs. At any web site in our reseller account in php pages when we add http:// or http%3A%2F%2F to the URL as a query string server returns Internal Server Error 500.
For example when I try to access such page /index.php?q=http%3A%2F%2F[url] or /index.php?q=[url]I get this error. Is there any misconfiguration about PHP or Apache at server or what can we do to solve this problem?

We had many backups stored on our Plesk 12 server about 51 GB in total.
After reducing the backups back to 10 GB by removing old backups through the Backup Manager.
The issue is that Health Monitor still reported that there was low diskspace displayed by color yellow. And it look Health Monitor over 16 minutes to change the alarm level from Yellow to Green
However the statistics at the specific subscription still present the Backup usage of 51 GB's whilest they are no longer there.
What can i do about this in order to speed up the synchronization?
After changing website domain name (from development one -dev-domain.com- to production one) we have this error in fail2ban.log :

We will be migrating from plesk 9 to plesk 11 and I am having some trouble finding a fix for something. Previously, http and https could either share a directory or have split directories (httpdocs and httpsdocs) for a site. Now all I see is httpdocs and I can't find a way to have separate directories.

I recently installed a plesk on a vps in OVH hosting, and after that i installed a new domain on it. I'm getting errors sending emails and some email providers return them or consider them as spam.
I just migrated a bunch of domains from plesk 11.5. Everything appears to be working well however when examining the maillog, I am seeing some strange errors... In this example, the message was delivered and had the spamassassin stuff in the header.

For some reason I am receiving nginx errors after migrating all sites to a new plesk server. It seems only the default permalinks are allowing the websites to work, but custom permalinks aren't working.

I'm trying to redirect users to database/mail management pages with automatic login link, while logging in part works ok, I have issues with redirections.
Plesk is installed on different server than my site, and if I try to use "success_redirect_url" param in link url, it will show this error "Original link and target URL should be on the same domain."
It works ok if I prevent browser from sending http referrer to plesk, but I'm not sure if it will work for all user as this depends on their browser.
Is this a bug? Is there a workaround that would not depend on used browser?
the hostname is www.domain.com also in the serversettings of plesk. When we go to http://www.domain.com:8443 we become redirected to https://www:8443. The only way to connect to plesk is to use https the redirect from http doesnt work.
