but its not working, how do i open port 1533 or check to see if its open

One of my hosted user complained that he can't access his website nor he can ping the website. When I asked him to access my 2nd server (same datacenter), it went fine. I could be thinking that my server is blocking his IP.
How do I check if his IP is blocked?
I am using APF+BFD Iptables firewall (i don't know but i hope this make sense)
I am currently in the throws of configuring a new dedicated "Windows Web Server 2008 / IIS7 / Plesk" server. As part of the setup I have obviously made sure the firewall is correctly setup. After doing this I have run a remote port scan (from my internet connected PC) to the IP address of the server. This has brought up two ports that should be blocked:
5190
1863
I can open a remote telnet session to both these ports, however if I remote desktop to the server and attempt a telnet connection both ports fail to respond.
Does anybody know what these ports are?
If it helps at all, the firewall surrounding the server is an external Cisco device
They started blocking my Port 25, so I made an iptables entry on my server to redirect posrt 26 to port 25 so I could set my outgoing mail for my server (from Outlook) to port 26. But one day later teh bastards are blocking my port 26 too! Guess they just don't want ANY outbound mail send from anything but their servers! If I had any other option, I'd dump Comcast in a heartbeat!

For example, I have port 5151 open in csf.conf, suddenly (at random) the port will be blocked. I restart CSF and everything is fine.

I am managing a server and just learning how to do everything. It is a linux server running WHM/Cpanel. I need web scripts on this server to be able to connect to external SMTP servers. Therefore I need to open up port 25 (if it is not already).
How do I open ports on my server? Hopefully by using WHM/Cpanel (I am not too familiar with using the command line).
I have a VPS running CentOS 4.4 which I have just been securing. It is running apache on port 80, BIND on port 53 and ssh on an atypical port. However, when I do a portscan with nmap I find that port 5190/tcp is open. There is no daemon listening on the port (I think it is for AIM?) and in any case iptables should refuse any connection on this port. Should I worry about this or is the port pretty safe to leave open?

In postfix, I simply edited master.cf and added a new line to open it up on port 26 and 25 at the same time. In qmail it's not that easy. I followed the instructions at http://www.daniweb.com/forums/post256079-2.html and it worked, but it takes about 15 seconds for thunderbird send the mail (it sits there saying 'connected to mail.domain.com)
Is there a better way of opening qmail on 26 or forwarding requests for 26 to 25?

That makes this website open to public as office has static IP. And then when I view the site from home . it's fine. But when I tried to login, the site is using a pop-up, I guess it's http authentciation, login, I was redirected to a url without my port number any more, that stops my access to the site as obviously I would.

All of a sudden my sites are not visible to me hosted in the same cirtex hosting account. I have verified that it wasn't spyware messing with my local computer and can view the site via a proxy. They use cpanel and there is no block visible, but there has to be something somehwere. I told them to restart and that did make the site visible until I checked in the morning, Where would a block be if this is it and is there a chance this was done by a hacker?
