Pure-ftp :: 425 Could Not Open Data Connection To Port 2535: Connection Timed Out

I have ftp server (pure-ftp). with firewall.
i allowed 20 and 21 port in "CSF" firewall
now when i or our client connect to the server connection done.
and the they fire dir or ls command they will receive error
"425 Could not open data connection to port 2535: Connection timed out"
what is the problem.i have already allowed passive port 2500:3500 then why i received this types of error

I am trying to access a few websites like auction websites and gaming websites.
But everytime they try and load I get a message "The connection has timed out"
They have been blocked so I can't access them I have tryed checking my "HOST" file and it doesnt seem to be blocked that way. Does anyone know any other ways it could of been blocked?

I block this ip (202.96.5.29 ) with:

but is not blocked always I have same too many connection?
how can I force block this Ip?

I have a slight problem with one user trying to upload with FTP to the server. The problem is, if he is uploading a file that will take awhile... his FTP connection will be dropped if he visits his site during the transfer.
Me and a few others have tried duplicating the problem with no success. Our uploads do not get stopped. Anyhow, I took a guess that maybe it was a problem with APF our software based firewall. I turned it off for a few minutes, and then the users problems dissappeared.
I turned on full logging in APF, and had the user try yet again. Here is the output:

The 17:23:44listings is the exact time he visited his site during the upload. The weird part is the Timeout message at that same exact time. No new data for 900 seconds...
Anyhow, I don't really want to post the full apf.conf if I don't have to... So can anyone take a guess at what APF rule might be causing the problem?
Also, why would it only be affecting 1 client when all the rest can visit their site while uploading?

I am using Putty to connect to my server via ssh.
When opening a direct connection, i can login quickly without any problem

I’m running RHEL 3, Apache and Cpanel. When I ran: "netstat –an" I found this in the results:
tcp 0 0 11.11.111.229:49158 11.11.111.229:80 ESTABLISHED
tcp 0 0 11.11.111.229:49578 11.11.111.229:80 ESTABLISHED
If I’m reading this right these two unprivileged ports are open and talking to my privileged http port 80. Does this seem right? Why would these two ports on my machine have a connection. All this attention was sparked by abnormal spikes in load. Now I’m getting paranoid that something may be off even though I’m clean when scanning for rootkits etc…

I have used the patch : [URL] .... to disable ssl v3.
After I applied the patch getting error below when i try to send email via horde webmail:
There was an error sending your message: Could not open secure TLS connection to the server.
Roundcube can send mails well but horde not. Otherwise since applied the parch i can't get mails from gmail and maybe other providers i don't know yet.

I've written a script to send property data to rightmove.co.uk as part of their new automated data feed. However they require a secure connection to their systems when posting the data. They have provided me with a .pem file which is a security certificate. I need to install this on my plesk server but where to start as most certificates require a private key and the actual certificate. The private key I have been provided is only an 8 charter string, like a password.
