Cant Send Mails To Hotmail, Even With A SPF Record

I have 1 site on a dedicated server, this site can send mails to any server in the world, except to hotmail... I dont know why, each time we try to send a mail using a PHP Script (using nobody as user, as you can see in the code below) the server rejects the email sent to hotmail, this is the error:

I checked and the server IP is not listed at any SPAM list, also domain has an SPF record that is configured like this:

Is the SPF record well configured?, and the MX record, i think its OK... never had issues with this kind of config on normal sites..
Just in case it helps, at /etc/localdomains i have 2 sites, the server hostname and the site domain.com.
Email on server working fine, I can send mails from webmaster@xxx.com to any email only forums like VB don't send emails to hotmail & yahoo ! but emails from forums arrive to emails like webmaster@xxx.com
i recently changed host and after i changed host, i am unable to send emails to hotmail from my mail server. Gmail and yahoo are fine.

I have contacted microsoft but really not sure when they will give me a reply .. meanwhile, if there is any solution to my problem, it would be greatly appreciated.
Two days ago, Yahoo and hotmail users were receiving emails in the Junk folder. I thought this was due to the Reverse DNS settings not being set. So, I contacted Rus from cheapVPS and asked him to enable the Reverse DNS setting after I entered it in the Hyper VM panel, and he kindly did it.
Unfortunately, since the Reverse DNS setting was entered, Yahoo and Hotmail users stopped receiving mails from my site. Gmail users never faced any problem. the logs (from maillog) are as follows:

SPF correct DNS correct Submitted to sender ID 2 weeks ago Mail server tested to other mail clients all ok GMAil header test. SPF pass DNStools test: reverse dns, all ok Blacklists checked. Im not on it
I cant find any reason anymore why my mails dont arrive.
I tried to send an email to Hotmail.com and I get error messages. However, I can send an email to another email address that forwards to hotmail and it arrives correctly.
When sending via SquirrelMail I get:

I have correct TXT dns entries. Doesn't matter what email I sent to hotmail, they all get rejected. They don't even appear in the junk box
A better title might be "hotmail or yahoo won't accept the emails from sendmail."
I have sendmail version: 8.13.4
I have the only modification I can remember doing is: MASQUERADE_AS(`ipalaces.org')dnl
I can send emails perfectly to gmail accounts. Here is a sucessfull output of an email send to gmail:

I originally thought the reason hotmail or yahoo didn't receive my emails was because I had no reverse DNS for the IP I was sending the emails out with. Therefore I had my VPS provider create one for my IP. It now reflects ipalaces.org with the IP I use to send out emails (64.74.153.24)
Even after the reverse DNS in place, hotmail nor yahoo could recieve my emails. I am now pretty much stump as to why. I have googled and scanned various other solutions and I havent found anything.

The main thing that strikes out to me is that hotmail says "Queued mail for delivery" whereas Gmail normally says "OKAY". It seems as hotmail gets the email, and then decides it's no good. I don't know if my IP is blacklisted or I have to change something in my configuration from 127.0.0.1 to my IP, or what I have to do.
iam always having problem with Email know i have order a new server i try to use some script like phpbb.vb.ipb and some other script that have options to send email when people register etc...
if i register use hotmail there is no email will come to me in my inbox why ?
but if i send email from my hotmail email to my domian name email i get it
so i make some research on the net i find something maybe this could be the problem but as i am newbie to the server i have no idea how i can fix this problem

I delete this Mailbox, but after a time, i have the same problem again. On the Plesk Webinterface there is no problem logging with the outgoing spam protection.
I'm having difficulty sending an email to another email address (with a different domain) which is on the same VPS.The trouble is, on the other domain's VPS control panel, within the DNS settings, the MX records have been pointed externally (to an exchange server). Their email is turned off. But bizarrely, their mailbox is full.
It seems as though Plesk is ignoring the MX records, and sending MY email internally to the OTHER domain's mailbox on the same VPS.How do I get Plesk to send my mail to the correct EXTERNAL MX records?
My IP in clean from any blacklist/RBL databases but hotmail is blocking with the error message below:-

i have a very strange problem with hotmail service i can't send any email from my domains to any hotmail account and i can't send any email from hotmail account to any domain use my IP
