Plesk 12.x / Windows :: Receiving But Not Sending Mail - Message Could Not Be Delivered To Some Recipients

I have windows server 2008 r2 and plesk 12. I can receive mails but can not send mail. I am receiving mail like this :

Everything on our Qmail installation is working fantastic except for one thing (most of the qmail patches are installed from [url]:
If a user sends an email to several recipients, often times, all users of the list will receive several copies (10 times or more) of the email.
So far I think the situation is that a user sends a weekly update (sort of mini mailing list to 20 users or so) by just adding them as BCC in their outlook. Then I think one of the 20 emails bounces or throws back a deferral, and then qmail resends the email many many more times not only to the bounced recipient (but also to the entire list of recipients in the BCC)
Since the last update I am having constant troubles with email accounts when sending or replying to email messages.
This is the message I am getting:-
"error sending your message: Service unavailable - try again later"
This is our system and the software is the Parellels with Business Manager and stuff.

Plesk delivering email locally to a not existing mailbox instead of sending it to an external party. First I was using a local mailbox, but my client wanted to control the email using their own server. So I've changed the MX records to this new server. Deleted the inbox in Plesk and turned off Mail support for this domain.
New situation: DNS server for domain.com is hosted on a different location and points to my Plesk server for the website and the MX records point to the clients server for the mail.
Email send from email addresses like gmail are send correctly to the clients server. Email addresses from my PLesk server and forms from the website are send locally.
Anyone know how to fix this? I put it as plain as possible. I've reinstalled qmail once to see if I can get it to send/receive but it is still not working. I made sure the port is not blocked either.
There is a strange problem with picking up and sending emails on Outlook 2007 which I have wasted hours on over the last week.
Whenever I try to pick up/send emails on domain names, I get a 800CCC0F error message. It says: "reported error (0x800CCC0F): 'The connection to the server was interrupted. If the problem continues, contact your server adminstrator or Internet Service Provider (ISP)'"

I have been setting up email addresses on Outlook for several years, so know how they should be done.
The strange thing is the email addresses of domain names hosted elsewhere work perfectly. But both new and existing Clook-hosted email addresses are producing this error message.
I believe it may be an error with the software for two reasons:
1. The email addresses work perfectly when I open Outlook in Safe Mode.
2. Our web host's staff have not been able to find anything wrong and the email addresses work when they try to set them up on their computers.
Any idea why our email addresses may not be working and how I can fix this please?
I have tried System Restore and Repairing the program on my computer's Control Panel.
Of course, you need to past your own real values here. Then you need to launch this script every minute since the server restarted and follow the logs of what is happening there.
2) As we see you are using Microsoft FTP Service. The most probable reason for this is the issue with windows mail function - either the service itself is not reliable or it is just set incorrectly. Our administrator says that the issue with mail sending on this server happens quite often. So you can try to google the problem with the queue of windows mail function, for sure there must be some more advice as to how to resolve this.
It is possible that there is set a restriction on the order of the sending mail so when the queue is full, the mail stops sending.
Anyway that's all that we can advise you on this case because if the notification is sent at all then it means this function is working in our shopping cart and the issue is with something else.
I'm trying to create a new domain extranet.ondes.fr to have a forward on an another website.

I just configured the limit for outgoing mail. It works well, but I have still some questions.
Normally the server sends bounce messages in HTML and in german. They look nice and what is much more important, the users who do not speak english are informed what is going on.
The message that is send, when the limit for outgoing mail is exceeded uses a different template. It is delivered in plain text and after explaining in german that the mail could not be send, it states the reason in english.
Is there any way to edit this bounce message, so that a translation could be added?
I had some users complaining that the server is not working, because they tried again and again to send a mail and kept the counter over the limit. For they did not understand what was causing it.
The Outgoing Mail Control feature is working fine. One missing option with this feature is to view the contents of blocked messages. Unfortunately, sometimes a site gets hacked and is sending spam. which are over the message sending limit, to try to find out where the message came from.
The current problem is that the email message contents of the limitation warning with subject "Attempts to exceed outgoing limits for domains, mail boxes and subscriptions." is not correct. Somehow it only contains the text: date.timezone = "Europe/Amsterdam" (which is a PHP setting) instead of a descriptive message. I hoped it would contain the blocked message contents or some useful text. Can I change the contents of this message to the what is should be? And what should it be?
It looks like a problem I had ones before where the custom PHP settings at the hosting packages level and at the domains level where replaced with some other kind of settings string. But solved by just changing the custom PHP settings
A client has moved his site to a new server. No mail is being delivered from the web server. I'm assuming a mail package needs to be installed on the server. The PHP code is fine and worked on the previous server. I'm a noob when it comes to server management. What needs to be installed on the server so that the mail() function works?
If I change DNS using Plesk Panel the DNS server does not send a notification to the slave server, however if I change DNS directly through the DNS Manager it does send the notifications. Looking around the only thing I can find is an old post [URL] .... I'm not sure if this is related.
