Plesk 12.x / Windows :: FTP Error Connection Refused By Server

I just configured the plesk server to only allow ftps connections.
When I try to access with a ftp account on the server itself it works well, however when I try to access it from a client PC it get these errors :

Response: 200 Type set to I.
Command: PASV
Response: 227 Entering Passive Mode (XXX,XXX,XX,XX,XXX,XX).
Command: LIST
Response: 150 Opening BINARY mode data connection.
Error: The data connection could not be established: ECONNREFUSED - Connection refused by server
On the client PC I configured Filezilla in Passive mode with "Require explicit FTP over TLS".
Normally for the firewall only the port 21 is needed or am I wrong (with explicit FTP and passif configured)?

and i have try to reload the rndc but i got this error :

my vps info : linux os - centos , using cpanel , apache , mysql ....

Plask Management inferace error is:

First, the datacenter lost power so the server shut off. I assume there is some DB corruption and why the SQL Service won't start.

When i am issuing systemctl status postfix.service i am receiving the following error. I am actually trying to install opendkim and i found this.

SmarterMail: v10, v9
Plesk does not read any IP addresses from the server. I can't get past the first webspace setup page that requires a Website IP as the only thing in the list is "None".
The PR Reconfigurator tool doesn't list any IPs in the top section, yet it does list all the server IPs in the bottom right section.
I've tried re-installing Plesking, Repairing, Re-reading IP addresses, all result in the error message below about mailmng.
Neither the latest SmarterMail v10 or v9 are working.
I'm not sure if the issue is with SmarterMail not being able to populate the IP address, or if the issue is with Plesk v11 not being able to read Server 2012's IP addresses.

I have a client with a dedicated server running. Spec below.
The problem I am having is with incoming email. When I set up a new email account it can take about 10 attempts to log on to the incoming mail server. Once it has connected it will be ok for a short while then I will get a connection error and no emails will come through.
This is happening across all platforms, PC / MAC / iPhone and iPad.
I am a web designer with limited knowledge of the setting up of the server and was looking to set up email server within plesk.

I just tested the WP creation feature of PP12 and I get the following error when I attempt to view the newly created CMS...
"Error establishing a database connection"
If I navigate to the database page and click webadmin, I can connect and see the WP database created. Everything works in phpMyAdmin.
Going to ../wordpress/wp_login.php returns the error.

I am having some server issues.
A part of my sshd_config:
Port 2255
Protocol 2
ListenAddress 8x.xx.xx.46
PermitRootLogin no
Recently, when I want to connect to my server using putty, I get "Connection Refused" using the above IP address and port.
When I enter the above IP address (or any other IP address that is stored/set on the server) and port 22, I get "Server refused to start shell/command".
It did work before, using 8x.xx.xx.46:2255 and when I enter 8x.xx.xx.46:22 it will block. But now... not anymore.
I am using "Direct Admin" to do a "System Backup". I do see the right port and IP address in the sshd_config file.
How can I fix this? I can not login the server anymore, however I am going to the datacenter tomorrow.
OS: CentOS
Installed firewall / protection: APF + BFD
