Cheap Reliable Server That Can Run PHP/MySQL With Plesk

I currently have a decent server that runs around 10 websites, but 1 of those sites contributes around 99% of the total traffic. This large site is being moved onto a new server, leaving the remaining 9 sites rattling around on this big (and expensive!) server.
So, I am now looking for a smaller server to handle the other smaller sites. They get minimal traffic - around 5k uniques a day.

I usually host my sites on Bluehost but they are a bit expensive. A friend of mine who wants to host a very small site of his not expecting too many viewers, needs a web host which is cheap, reliable and fast..bandwidth is not an issue since he wont need much.
Please suggest some tested options. Which one of the cheaper options are time tested and reliable?

I have a quote from iWeb that is 25% less than other providers (The Planet, GoDaddy, Layered, etc.)... Same server features.
How can that be possible? Does iWeb have the same quality as The Planet?

Friend of mine is starting up a business and is looking for a reliable and fast web host in the UK but also not too expensive around £100/year and maybe 100gb bandwidth not sure on that.
Looked over reviewcentre.com and picked out some high rated ones with more than 5 reviews, however every single one I have read horror stories about elsewhere (including ukfast which seemed so good looking at reviews).
Can someone recommend any decent ones to me who won't screw up payments or have much downtime, with maybe a year or more of being with them? All I need to start is a bit of bandwidth for pretty much one image to start with, uptime and email, already got the domain from domainmonster.

I'm about to launch a viral project that has realy good potential to strike it big, but would like to clear a few things first.
I would not like to have it associated with my name - not that it anything illegal, but in real life I'm doing something completely different and on the record would like to keep it that way.
So that probably means keeping the whois private - but I have another question as well. Suppose the project strikes it big - would a diggin journalist be able to still get my name/data from a hosting company too?
Is there a good hosting company with an all-inclusive service that you could recommend (that would get me a private hosting plan + a private domain name/whois)? And that would be reasonably priced of course + more importanty reliable (note have problems if/when there is a massive traffic surge to my site at one point in time)
Would probably take a shared hosting plan - need only PHP and imagemagick to start with. But again - bit part of my concern is what happens if the project makes it big and there is a lot of traffic - so ideally "unlimited" bandwidth and responsive admins...

I know there are a million "looking for cheap shared hosting" threads. Hopefully my particular values/interests justify a new one.
I'm a (mostly PHP/MySQL/CMS) web developer, using Dreamhost for years (perhaps DH was better back then) to host staging/development sites for clients (once I've developed a client site, I usually make them get their own host somewhere more reliable), as well as for low-traffic sites, transferring files, etc.
What I don't like about Dreamhost:
a) SLOW. my guess is this is 25% web server overselling, and 75% MySQL server overselling. My simple sites are tolerably slow - including lightweight php/mysql sites (textpattern CMS, etc.) - BUT my Drupal and Silverstripe and ZenCart experiments are intollerable (5+ second page loads).
b) funny ownership policies - I can't (easily) create a client FTP user that is restricted to one of my subfolders. Each user = exclusive file/folder ownership.
c) not much else. I seem to get a-little-too-frequent DNS problems/outages, and used to get a-little-too-frequent server lock-ups... but I don't expect perfection from a cheap host. And of course I send my mail through google apps, I wouldn't trust a cheap host with my mail.
What I like about Dreamhost:
a) the control panel functionality. Yes, it's ugly, but god it does a lot of nice stuff that cPanel doesn't (and frankly, cPanel is usually ugly too).
b) the usual: a very low price for unlimited domains, unlimited mySQL, and huge storage.
So, who is my next low-cost host?
a) Interested in MySQL performance/protection - perhaps hosts that put MySQL [and mail] on separate servers, like DH, but don't overload them!?! Do I need to worry about this?
b) I wouldn't mind moving to a reseller account
c) I'd like a progressive control panel; I have clients on medialayer - who use directadmin (nice) - but their pricing structure is a bit tight on domains/db/storage. [As an aside, medialayer provides excellent shared hosting performance/value/support, if you don't need a lot of domains/db/storage]
d) I'd like to stay in the $10-20ish a month range

I switched to HostGator because they had PDO drivers enabled on shared hosting plans with PHP 5 & MySql 5. The problem is that every time they update PHP (4 times in 8 months now) they don’t include PDO in the build and its takes day to get past level 1 support and get it fixed.
So I’m looking for a “Reliable” host. I had a hard time when I switched to HG finding shared hosting plans with PDO enabled.

This is probably a dumb question, but I've been curious about something. While shopping around for either a cheap dedicated server (less than $75/mo) or a cheap colo for a 1u server, I have noticed that the cheap dedicated servers are often less than a cheap colo, which seems odd to me since with a colo you bring your own machine.
For example, Sago Networks has cheap dedicateds for $50, $59, $79 etc. yet their cheapest colo option is $99. For Sago's $50 dedicated you get 1000GB transfer and 2 IP's, and with their $99 colo you get only get 100 GB transfer and 1 IP.
And Sago is not unusual in this respect. I've priced other providers that fall into this category and they have similar differences.
So why is colo more expensive than dedicated for similar, if not lower, features?

The datacenter I am looking at to colo does not offer Plesk at all.
My only option is to buy direct from Plesk, however I was wondering if there were companies that did external licenses of somesort.

For one of my dedicated server I have the follwoing scenario:
Microsoft Windows Server 2012 X64
Plesk 11.5.30 Update #48
Plesk Panel - Tools and Settings -> Database Server -> Add Database Server
Type: MySql - host: localhost - Port 3307
Actual Result: error unable to connect to host
Expected result: New instance and service of MySql Server
Port 3307 is no firewalled and I have added a rule to allow connection on 3307

I have a Win2003 dedicated server (with The Planet) that i use to host a large IPB forum site.
I got it about 3yrs ago and as I was a complete newbie to server management I got Plesk CP installed so that it would take care of all the SQL, PHP and mail installation and setup in one easy go.
I've since found Plesk for Windows to be a complete waste of space.. but it's still on there and has never been upgraded. I don't actually use it as a CP.
Similarly PHP and mySQL have never been upgraded.
Now I've got to the stage where, to upgrade the IPB forum software, I need to upgrade PHP and mySQL.. but looking at the installation, they seem to be embedded in the Plesk installation. They're inside the SWSoft/Plesk/ folders and none of the ini or config files appear to be in the places you'd expect them to be.
My question -
Would these upgrades be simple?? A case of just running an update package?? Or is the fact that PHP/mySQL are embedded in Plesk mean that it'll all mess up?
I'm worried that a failed upgrade will knacker the forum, which is why I've delayed for so long.

I have a dedicated server and I am about to get a few high traffic sites that will be Joomla based and MySQL served. What I am thinking a about is to create another MySQL instance, leave the current websites on the "old" instance and get the new ones onto a separate instance.
I am on PPP 11.0.9 on windows and the current mysql version is 5.1.56 on port 3306 (I can get other ports for other instances).
What I did was the following:
In the Database Servers page, I hit "Add Database Server"
In the next page I add the following:
MySQL (from the dropdown)
localhost
3307
(leave blank the default check box)
I then add the Administrator's username and passwords and hit OK.
The next page, reports an error message (in between asterisks below):

Error: Test connection to the database server has failed because of network problems:
No connection could be made because the target machine actively refused it.
************************
The primary (eg. current) mysql instance is working fine, it's just I cannot add a second server...

I have the idea to consolidate about 10 hosting accounts (1and1, dreamhost, etc), into one dedicated/managed server.
I was wondering what recommendations from reliable providers can i get, for about 99/m.
The accounts are very low profile, i mean, about 500 users at most for all accoutns (about 50 users per account).
The first option at 1and1 feels about right, [url] but i was wondering if there is something better.
And by better, i mean more reliable, better support, more "care for the customer".
i also thought about VPS, but checking the price differences, at least in 1and1, it doesn't makes much sense.

I've been developing a small 2D MMORPG lately. I bought a VPS to run the server on a few days ago and sadly it doesn't work so well. Sometimes the loads go pretty high (afaik not caused by me) and MySQL freezes, causing the server to just wait for MySQL to unlock, hanging all the players around on the map. Not a good thing.
Anyway, the game is very small scale, and I'm not planning to have more than maybe 30-50 players online. It does not suck up much CPU, I had ~10 guys online and loads stayed down at 0.00 on the VPS box.
Problem with getting a dedicated is our very low budget. As I'm still underage and living at home hammering my pc and don't have any real incomes, we're talking numbers like $ 30 - $ 50 USD per month - it's really hard to find for that price in Europe.
Requirements:
Monthly payment, $ 30 - $ 50 / month, no setup (or very small setup, like $ 20)
10Mbit/s or faster connection, 100GB traffic should do
500MHz CPU is all cool
512MB or more RAM
5GB diskspace is enough
Has to be in Europe due to ping times (< 100ms)
Linux, Debian 4.0 prefered
If anyone knows where I could get something like this for a low price, $ 30 to $ 50 USD, it'd be great.

I already have a great reliable Linux VPS from WiredTree. They are awesome service. Too bad they don't offer any Windows VPS.
Anyone have any suggestions for a good Windows VPS? I don't need it managed much. It just has to be secure and offer mysql. A panel would be nice but not really needed. Also I would like the VPS to have a good and fast setup time too.
