Webhosting With File() Allowed

I've already had to cancel 2 accounts before I found out that both hosts didn't allow external connections.
Does anybody know of a host that allows file() and file_get_contents() functions in PHP scripts?

For those host which are not overselling, they have obviously the space for file storage. But should they allow file storage on their shared hosting account, if they aren't overselling, and the files are legal?

I have problem on my server that is when I try to download backup or when I try to upload vb froums producet I recive this message:
Method Not Allowed
The requested method GET is not allowed for the URL /backup-11.4.2008_18-10-25_ashaq.tar.gz.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
so what should I do to solve this problem?

For window hosting are there any that offers sql db external access without ip limit?
I've seriously requested thought the forums and actually signed up with few but all of em are either offered it but not anymore(security issue) or not even offering at all.
If you have any experience with hosting company that actually does offer sql db external access please share please!
vps nor dedicated servers are not my choice unfortunatley
and i don't think there's any free hosting that offers this. 99% freehostings use localhost

APF firewall is blocking IP's from the allowed range
I have this inserted in /etc/apf/allowed_hosts.rules and restarted APF of course
67.79.221.0/24
70.112.124.0/24
70.113.54.0/24
It still blocked this IP for example, 67.79.221.154
Anyone know why?

The problem is that I can't turn Off mod_Security for a certain domain (just the /admin folder)
first I have tried this:
SecFilterEngine Off
SecFilterScanPOST Off
and got the error :
Invalid command 'SecFilterEngine', perhaps misspelled or defined by a module not included in the server configuration
than tried this:
SecRuleEngine ctl:ruleEngine=Off
and
SecRuleEngine Off
one, at a time and got the same error for bouth:
SecRuleEngine not allowed here

Im setting up a download service which allows users to download files to there space via different methods.
As Torrents are one of the methods, I need a dedi serve host which allows torrents.
It can be either:
a) Ignore DMCA Notices - Much easyier as it saves us the trouble.
b) Forward all notices to us to reply and we handle and delete offending files.

* I have a Windows 2003 Professional Edition server with 8GB installed.
* /PAE is enabled to use more than 4GB memory
multi(0)disk(0)rdisk(0)partition(1)WINDOWS="Windows Server 2003, Enterprise" /fastdetect /NoExecute=OptOut /PAE
* I can see 8GB installed in the Task Manager
* This server is not for hosting but for running some cpu intensive applications. (I am not into webhosting industry)
But the maximum I ever seen been used is 4.66GB, and after that I run often into "Memory allocation failed" "Out of memory exception" application error.
How to use the full 8gb? Or is my box configured to use 8gb? Or is it dependent on application. Do I need a memory manager third-party software?

Out of the blue today every email sent through our domain is bouncing with the following message:
Remote SMTP Server Returned: 553 Sorry, that domain isn't in my list of allowed rcpthosts.
The server has been fine for over a month and email has been working properly. The only one with access to the server is me and I haven't done anything. We are receiving email just not able to send.
This server is running Windows 2008, IIS7, and the control panel is Plesk 8.6. It is running Mailenable as the email server.
Has anyone experienced this with a similar setup and can you help me fix it?
I have exhausted all recommendations from google searches. All my DNS and MX records are setup properly as well as my relay settings on the server.

Is there anyway to test how many simultaneous connections my host is allowing me to have? I seem to be getting alot of people telling me my site is unavailable and so on when I'm not having an issue. My site joomlaplazza.com and host by VT6 extreme account.

I went into Reseller center this morning and clicked "View Usage/Stats and Manage (suspend,terminate,etc)" to find out that for that specific reseller:
Disk Space Used in Meg: 6323.02
Disk Space Limit: 4662
How is that possible?
I went back and clicked "Edit Privileges/Nameservers",
Resource Usage Limits|| Resource Max Allowed ||| Overselling Allowed
Disk Space MB* ||||||| 5000 ||||||||||||||||| NOT CHECKED
Bandwidth MB* ||||||| 200000 ||||||||||||||| NOT CHECKED

My reseller was able to go over the limit I have setup for him.. Should'nt he have a message that he cannot go over the limit or something preventing him of going over 5000 megs?

I'm looking for an affordable (a.k.a. fairly cheap) stable dedi that allows IRC. It will mainly be used to host a few websites, but it needs to be IRC allowed as well (the irc portion will be very small). Does anyone know any good hosts? Most of the cheaper hosts I've looked into don't allow IRC at all .

My desired specs are 512MB-1GB RAM, smallest HDD possible, and 1 IP. CPU usage will be pretty low.
IRC has allowed and it needs to be a datacenter in Texas. The datacenter can't be ThePlanet. DDoS protection is a huge plus.

What is the most secure way to dynamically change the allowed/banned ip's , and what is the best firewall for this job?
Example:
I have a database table with the ip's to be banned. This ip's can be unbanned or others ip's can be baned automatically by my script. I am looking for a reliable dedicated server provider that allows IRC. I am looking for something under 100 dollars. My budget is 100 dollars, not a cent more. I am not concerned about management levels. Managed or un-managed doesn't matter. I would prefer a U.S. based location.

One of the requirements I have for dedicated server providers is the ability to use IRC clients, not host IRC servers, but just allow my users to use a client on the host to chat on other networks. I know sometimes this can lead to trouble, but in my experience I've not run into any problems. It seems many providers allow client-only access, especially on dedicated servers, but I sometimes run into roadblocks with some providers, especially if we don't speak the same language. Maybe they just don't understand I'm talking about IRC clients? What is the general feeling of you hosters about IRC clients? Good bad, indifferent? Better to ask or not? Any advice on how to ask?

I have a customer who needs to move her existing hosting to another provider. The one thing she likes about the existing provider, however, is an allowance of Email attachments of 50-75MB in size. Most limit you to 10-20MB. Does anyone know of a hosting provider that would accomodate this?
