I confirmed permissions are right and htaccess nor index.html are the cause (I renamed them with .bak and tried fresh empty ones, still got 403)

I had made a page on my site earlier and when i went to it it gave me a 403 error so i tried fixing the .htacess then the site got messed up so i reset the .htacess to tis original settigns and now when i redirect to anything but the home directory it gives me a 403 error can anyone help?

I've been recently trying to move an account between servers, but the backup file is always incomplete. I was told that it is possible there are too many files.
I decided to tar some of them and move manually, but I cannot access the tar file. I already changed all permissions (644), owner, group, but I still get 403 Forbidden error. Is it possible that the file is too big (9 BGs), and if it is, how do I change the file size limit?

When I try to change the chmod in my FTP program I get the error "550 SITE CHMOD command failed.". What can the problem be? ways to utilize dynamic merging of CSS/JS files so that the browser only has to download one file for each type. I have a solution for how I would implement this solution on a non-CMS site. What complicates this is that most of the sites I manage are based on the Joomla! CMS.
Quite often, a webpage that has been extended with 3rd party extensions can have as many as 10-12 CSS/JS files. My problem is that I haven't found a way to suppress the links from being added to the page without having to hack every single extension being used.
One thought I had was to use mod_rewrite with the Forbidden flag for all of the CSS and JS files being requested except for the combined ones I created. My question is: Will this save much load time since the browser will still need to make the same number of requests? I am assuming it will be at least marginally better since nothing is being downloaded but wasn't sure if it would be noticeable.

I am trying to install a website builder script. I am using the correct permissions, the install worked fine, but while I'm using the script I get random 403 errors. It always occurs while browsing through the builder, but not on any particular pages. I am having a large problem moving my sites over to another server. WHM is timing out transferring some large sites that are 4-16 gigs in size, so I tried to manually pkgacct and was able to get one of the accounts setup as root, moved it over to public_html so I could wget from the 2nd server. No luck, permission denied. I tried to change permissions in FTP and found out I couldn't change them so I chmodded the file as root, no luck.
From there I set chown and changed it to the user of the FTP account and was able to modify the file from FTP. I'm still getting a forbidden message when I try wget or download from browser.

i did tail -f /usr/local/apache/logs/error_log and find lot of lines like this:

i also found the vb folder and all folders inside it have permession of 775 and all files have permession of 664

I have the same error with randomly Forbidden error. The most time I see it is on 2 websites that are build with Gallery 2 and very rarely on other website, on my end never happent on other websites but some people told me it did.
Bellow is a small part of cPanel's "Last 300 visits" it shows every request so you can see first request was a direct link , I have wrote the galery name .. and the others are aither requests to images either other files ....

We have many intranet document what linked on our intranet site. We use "apache builed in" directory listing to handle documents on browser, and make accessable to users. Because this not so user friendly we try to use a template (h5ai-[URL] ....) for mod_autoindex.
Unfortunatelly if file or folder name contains special characters (like é,á,ű,ő,ú,ü,ö,ó) than get Access Forbidden - Error 403. If change the folder name, than its ok.
I've been developing websites using Apache on various Ubuntu laptops over the years. I just set up a new laptop with Apache and it worked fine. If I went to localhost in my browser then it showed the default page. So far, so good.
I then added a file to sites-available to add wildcard virtual hosts. This lets me use convenient urls while developing sites on my laptop. Once I enabled this site, every url that resolved to localhost became 403 Forbidden, including urls that should return 404. Here is an example entry from other_vhosts_access.log...
