Raq3 Capabilities

I was just wondering what a raq3 (running rackstar software) mysql php4 etc etc would be capable of hosting... were looking at hosting two forums on it, and dunno if its worth it or not
right now it has a 300 mhz amd k6-2 processor and 512 meg of ram...
the one forum currently has 150 active members (usualy about 20 online at peak times) and the other forum has about 3000 members and about 50 online at a time
any ideas?
both are running vbulletin 3.5x

can apache take like 3500 concurrent connections?
Server specs are
2 X Quad Xeon 5405 12MB cache processors.
16GB ECC RAM
DirectAdmin
Is Apache capable of handling the load or shuoul move to a web server like litespeed or litehttpd?

I've been shopping for routers, and I'm curious as to the capabilities of a Cisco 7206 VXR Router. Would an NPE-300 or NPE-400 be capable of running three BGP sessions for 100 Mbps? At what point would it start topping out bandwidth wise? How much RAM would be recommended? Is a PE-GE good enough for the connections that are delivered by gigabit ethernet?
I realize that some of you may be inclined to recommend talking to a network consultant, but at this stage that's probably premature. I'm in a planning stage at this point.

We have a dedicated streaming server with Leaseweb in Netherlands that we use primarily to stream video content to North American clients. This server only utilize 75 to 80% of it's allowed bandwidth capacity. However, some clients have buffering issues with the live content.
When we talk to Leaseweb they have asked us to provide traceroute between server and client. Can some one please explain to me what below traceroute means in terms of streaming?

We usually ask clients to do a speedtest to Netherlands. Most of the time their speeds are ok. I am hoping some one with streaming experience can advice me so I can ask Leaseweb for help.
