Will My VPS Run Smoothly And Reliably

I have a question similar to this as well.
I plan to get a semi-dedicated account for reseller hosting purposes.
Specs:
Quad core Harpertown 2.5 GHz
100gb dedicated disk space
1gb dedicated DDR2 RAM
100Mbps Connection
1000gb dedicated bandwidth
(cPanel and fantastico included)
I was just wondering if a server like this would be able to handle 100 users, each being given a 1gb account with 10gb bandwidth.

We are putting together a Video Blog to feature 50 3 minute videos that will be H.264 high definition (720 by 1280)
We want to know what configuration would be best.
We expect no more than 500 visitors a day to this site.
Even Vimeo is stuttery and we would like to avoid that.

I will move my vbulletin site from one server to another server.
my web data is more than 10G including mysql data, I know I may stop the vbulletin at first and move data. but I am expecting a minimal forum-stop time or no forum-stop time.
My concern is, if I don't stop the vbulletin at first, after I dump sql data out and retore them to the new server, it would be more than 3-4 hours, there must be some new data come in during that period. how may I keep the vbulletin running and move all data to new server?

Whenever I restart my apache on my VPS, it throws some wierd warnings:
Forcing reload of web server (apache2)...apache2: apr_sockaddr_info_get() failed for goebs
apache2: Could not reliably determine the server's fully qualified domain name, using 127.0.0.1 for ServerName
waiting apache2: apr_sockaddr_info_get() failed for goebs

where goebs is my VPS linux machine hostname.
I already have a domain setup with this VPS, and it works fine, just that I get this weird warning.
