Verizon And Yipes

If you have to choose between these two who would you pick? and why?

I remember back in 2005, when I saw some providers offering hosting and they used Yipes as a carrier.
I believe they used to be cheap, next to cogentco in pricing. Their website reflects like they are still in business but as a different name.
Anybody use them, are they good? or better than cogentco? Hows the pricing?
Does anyone have a good sales representative that is direct with either of these two companies? This would be for the Texas market if that matters.

This location would be a Verizon central office. Anyone know of a good Verizon sales representative or reseller?
If one was interested in becoming a CLEC and hosting their own gear inside a central office, how do they find out what providers are available and on-net in central offices? Is there any database to look at?
I asked my Verizon sales representative and she stated that she couldn't tell me what customers were in their CO for privacy reasons. That is understandable, but how do I find out who is in a CO and who I can cross connect with? You are not forced to buy internet access only from the ILEC (Verizon) are you?
I find it very interesting that the major ISPs in and around Portland Oregon apparently do not peer with anyone in the region. For low latency you're better off choosing a provider in Seattle or San Jose as traffic always seems to be routed there and back anyways.
Why is this? Is it simply not worth their effort to setup the peering connections because most traffic will be hosted outside the region anyways?
If I were to go about setting up a SMTP server on a verizon FIOS line, would they shut me down if I was sending out about 10,000 outgoing emails a day.
I want to set it up for a email newsletter service.
Anyone here colo at a Verizon facility in the Chicago area? I need to get in contact with someone.
