How To Fight Phishing / Fraud Sites In Free Hosting Server?

I run a Free web hosting service on my server with XPanel script installed. It has around 47K accounts in all. Recently i started getting mails from e-bay, banks and many other institutions regarding the Phishing sites operating from my server for cheating their customers / members. Though i removed them but i have to do it manually and after getting mails from them.
Now that i dont want any more such site to run from my hosting site, What are the options available for me in order to check all accounts automatically and remove any such site on its own? As there are 47K accounts and 100+ new signups each day, it is not possible to check all accounts manually.
I want any script / addon which can check all possible Phishing / Spamming / Spurious / Fraud sites and intimate me/ delete them upon request. Any person using such services? I need your guidance + support.

I am running a hosting service. Recently a user put a phishing site on the server, pretending to be an eBay signup page and soliciting passwords. I had all kind of truble with this, because eBay complained to my server company.
I would like to ask if you know any solution what would block such sites automatically?
It could search for some predefined texts on the page (such as "sign in to eBay") and block the page if they are found. I wasn't able to find anything in Apache documentation.

I have contacted with RapidVPS admin and this guy (name is Rick) never answer my reports, just ignore me, ban me, I'm sure he is owner of all this scam.

im looking a free hosting server, let me explain what im looking for, i have some free softwares on my hard drive, i want to host them so other people also downloads these and its give me also a web location to store them in one place, for this im looking a free hosting server which support a great amount of web space and bandwidth.
I are running an Plesk 11.5 on a Ubuntu 12.04 machine. Since days i have problems where i see scripts of phishing sites and mailer scripts installed in the httpdocs directory of various domain.
How I can prevent that people outsiders install this scripts on the server? Where is the bug that allows this?
We are always looking for different ways to help combat spam, and have done things such as disabling pop before smtp on our servers, limiting the number of e-mails per domain per hour and so forth.
Lately we have been considering making SPF mandatory on all accounts. According to what I've read, it allows receiving e-mail servers to check that the e-mail did indeed originate from our e-mail servers and reject it if it fails (depending upon the SPF record configuration of course).
I am thinking something along these lines
"v=spf1 a mx -all"
would be good? or not? Am I right in thinking it would only allow e-mails coming from the IP of the A record on the domain OR the MX record?
2 questions:
1) This would mean that clients would need to use our SMTP servers (authentication is already required on our end, so that's not a big deal) or otherwise risk some e-mails been rejected by the recipient server?
2) Are there any potential pitfalls I have not mentioned in this message?
I have about 5 sites all hosted on my same hosting account. One of those domains is attached to the hosting account. I place my other domains in a folder of a sub-directory of my main domain. This has been working fine, up until today when i noticed a weird error. I give you a little example of how my sites are setup
my main domain: www.maindomain.com
My other sites hosted in a sub-directory of my main domain: www.maindomain.com/sites/site2/ www.maindomain.com/sites/site3/
How my other sites appear on the web: www.site2.com www.site3.com
This works fine for every page until i go to www.site2.com/index.php It redirects to www.maindomain.com/sites/site2/index.php for some reason
I've made my first website and I'm trying to find web hosting that is free and that it will also allows me to transfer my files through ftp directly through an ftp server. (ftp.example.com)
I've tried using the one for freewebpage.org but it doesn't work.. I tried it using port 21, 22, and 80 in both frontpage and filezilla and they didn't work.. I guess it's the ftp server that isn't really working, or the information they provide is inaccurate.
